Syringe exchange programs represent one of the most successful evidence-based approaches for reducing the spread of HIV/AIDS. They also provide a doorway for highly marginalized drug-users to enter larger systems of health and social services that may otherwise feel overwhelming and discriminatory toward people actively struggling with addictions.
